The Challenge
Fingerprint capture in Timor-Leste was largely manual and paper-based, resulting in inconsistent fingerprint quality, slow investigative workflows, and limited ability to share data with international systems such as Interpol. These constraints made it difficult to support complex investigations and cross-border cooperation.
